Mine are done with a 26px starbrush in white (default menue) rotated in the brush menue and executed with the pentool

They also have coloroverlays set on normal and an outerglow set to linear dodge... both are also set in the general blend mode to linear dodge. Maybe this helps

... oh yeah and the additional split is made with 3 to 5 px softroundbrush... rotated in the brushmenure and with texture (black marble) . Can't remember if I used scattering here... glow technique is the same as for the lines used
