I need help : )

Well im not exactly stuck but advice is needed : )
In alot of sigs i am seeing like neon lines / squiggles.
I think its possible to do them through burshes , but some i have seen seem to be random or fit the image perfectly. : S : /
I do have a few brushes that let me get an effect near them but i cant quite get that affect : /
I was wondering if anyone could help ?
Either tell me how to do it or link me to somewhere that i can download a brsuh to do it : )
If im not clear , i mean things like this : )

Can anyone help : )

O , The sigs i used where found on this forum hope nobody minds that i scribbled on their work LOl : )

Thanks , i cant seem to generate that look with the pen tool : /
Any tips how ?
And i know that its the wave tool : )
But i meant like the bright coloured lines : )

The first is a pentool probably with outer glow on and noise then duplicated with probably a small dot brush put on the outside of it and the second is most likely a effect c4d that was liquified.
